ADDRESS of V.M.Lytvyn, Chairman of The Verkhovna Rada of Ukraine
to the President of Ukraine, the Prime Minister of Ukraine,
leaders of Parliamentary Factions and all politicians of Ukraine
Any official or politician with at least initial experience of administration knows that a clearly determined problem is already half-settled. Under the present-day conditions, when the whole world is exerting every effort to prevent unpredictable negative processes, formulate an action plan and implement it coherently, it becomes a matter of life and death.
Being concerned with their reputation, Ukrainian politicians and their surrounding have chosen the most dangerous and harmful strategy for the country. It is immoral and unproductive to set up another temporary union in order to "be friends" against somebody else.
At the same time, it is important to give an honest answer to the question concerning those who make accusations. Who are these judges who define our future and present-day? The answer is unequivocal only nation has the said right.
The next presidential elections are not the elections of the President, but a struggle for the absolute power in the country. It is the basic reason of a long-lasting political crisis that has been especially evident for the last five years.
Therefore, today I address not people, but national leaders. We must cease idle talk and change not the economy, but ourselves. The authorities must set the example for the whole society, and demonstrate that its consolidation is possible.
Let us tell the truth we are usually afraid to declare: we, political leaders and our political forces, do struggle for the power. Each of us is willing to secure citizens´ welfare, but we use different methods. It is for this reason that we belong to different political forces, and different people give their votes for us.
Hence we face a crucial task: to reach a common understanding of the organization of authority. It is necessary to settle the eternal question: do we support a European parliamentary state or an authoritarian presidential one?
We are on the threshold of new elections. What should we expect? One more disruption and a last-moment compromise for another correction of the Fundamental Law for the sake of an illusion of peace? Or aggravation of political war and final destruction of the State?
Therefore, today all the representatives of Ukrainian authorities the President, the Prime-Minister, the Chairman of The Verkhovna Rada of Ukraine, leaders of opposition, all the politicians, must determine the order of Ukraine.
It is necessary to settle three fundamental matters. Firstly, to change electoral legislation immediately. We are in need of the European system of formation of deputy corps.
The second matter concerns authorities of the President and the Prime-Minister. Pursuant to the Constitution, the authorities of the Head of State correspond to the presidential form of governing. However, pursuant to the law on the Cabinet of Ministers, the authorities of the Prime-Minister correspond to the parliamentary form.
The third matter appertains to the local authorities. It is necessary to suspend the overwhelming central administration. The territories must obtain a high level of freedom, especially, economic one. Central authorities should, first of all, exert control over the legitimacy of local resolutions.
I address all Ukrainian leaders with a proposal to discuss the above-mentioned matters immediately. I suggest launching consultations in the form of a national round-table discussion.
It is important to launch a dialogue openly and transparently, without mutual reproaches and offences, on the basis of common responsibility and understanding.
Today we are still able and obliged to exert every effort to restore confidence of people, nation and society in the authorities, and, therefore, in Ukraine.
